This is the track maintenance vehicle of the Kintetsu Railway in Japan, called つくつくぼうし (Meimuna opalifera). It looks like it usually stops at the vehicle base next to Yamato Saidaiji Station on the Kintetsu Nara Line. Also known as the doctor of Kintetsu.
