按人口数量生成岗位，通过决议调整地块，改变工作岗位比例。 做这个mod是因为用别的无限岗位的mod后再建别的建筑，老是会导致岗位比人口多太多，有的岗位一个人都没有，糟心，本mod通过决议调整地块，自由改变工作岗位比例。懒得调比例也可以用一键部署（会造居住区，科研区，科研岗位区三种地块） 居住区岗位加住房，还有舒适度，资源上限，海军容量，指挥上限，影响力，文物，文物上限，领袖上限，巨型结构建造上限等 地块没有数量限制强度全看自己自觉（人口，舰队，陆军过多等都会引起游戏卡顿）。蜂巢智械也可以用。ai应该不会造地
