Cheaper Colony Abandonment

This overrides a single define in NPop, RESETTLE_DESTROY_COLONY_COST. Changes the value from 200 (the default) to 50, which feels more reasonable. I know it's important for gameplay balance reasons, but spending influence to abandon a colony is a very weir
