[V-Script] ShouldAllowSpecialsWithTank Fix

What does it do? This script is a loophole of the ShouldAllowSpecialsWithTank variable. Enabling ShouldAllowSpecialsWithTank makes the Director completely ignore Tempo (BUILDUP, PEAK, RELAX) for Specials and make them respawn based on their timer instead.
