Weak Jetpacks

This mod simply reduces the power of the jet pack by about 1/3 and makes it use 3x as much Hydrogen. On a planet you can basically flip upside down but you can't fly and your hydrogen won't last long. I basically just wanted a mod with only the nerfed jet
