修复了土著地球bug

修复了土著地球军队消失的bug，话说蠢驴也不修修这个bug太恶心了，不知道是不是从1.9就开始的bug硬是拖到了3.11，因为is_pop_spawned = yes的原因总之挺麻烦，加上了占领土著星球的原始建筑能够正常使用不会清空，添加了一个原版就有的射电望远镜，从中世纪到二战到现代的军队应有尽有。 用在了另一个mod上《银河系称霸指南》https://steamcommunity.com/sharedfiles/filedetails/?id=3369449947
