-10% XP, Faction Recruit Cap 20

Just had 3 small changes I wanted to make, so I did em in this mod together. 1. -10% XP for all player characters 2. Reduced faction recruit cap to 20 characters, and 10 for squads. If I let my faction get too big it becomes a chore.
