群星修仙传Ai禁用

群星修仙传mod的个人修改，通过制度和国民理念限制了AI修仙，但是开局仍可能会有修仙堕落帝国产生，如果想彻底禁止可以通过本mod文件中的governments文件夹文件提示删除文件中声明位置的#注释符彻底禁用（没经过认真测试大概也许可能有用QAQ）。 ----24.1.15 修改了修仙传特质设置使之不再随机给ai物种
