Shek Kingdom 24h General Shop and Regen

Makes most traders (except bars) regenate their squads over time in the Shek Kingdom in the default world state. Also sets the General (Materials) Shop to 24h open. The Reason I made this mod was because in rare instances my general shop would get "stuck"
