Backpack Distribution + Backpack Crafting Enhanced

Gives a lot of NPC chance to spawn with different backpacks. Around 65% of NPC should wear a backpack. Keep backpack logical for factions. So ninja use Thieves variants. Farmers use baskets. Military use Small backpack, because it's have less combat penalt
