[RGON] Customisable Giantbook Disabler

Adds a new menu at the top of Repentogon's ImGui console menu, which allows to toggle specific giantbook animations (the png jumpscares some items do) on and off. Do note that the menu only becomes openable once you choose a save file in the main menu. The
