自动人口整合 添加3个法令，开启后将根据行星每月可以优化的自动改造特质人数，每月整合相应数量的人口到主体物种或者指定物种 不会整合未开智物种以及公民权为同化和不可接触者的物种 添加特质可以手动指定某一物种不会被整合，或者在行星决议中指定该行星不参与人口整合 (原本打算在物种的亚种整合控制中新增选项来控制是否参与整合，但是由于未找到判断亚种整合类型的方法，暂时选择使用特质来控制)
