众所周知，欧洲联盟只能由英国、法国、德国、意大利、比利时、荷兰、卢森堡、奥地利和匈牙利来进行成立，并且也有意识形态和国策要求，比如法德意比荷卢需要是民主且是主要国家，英国需要是法西斯且完成国策帝国联邦，此外德国、奥地利和匈牙利在点完国策之后可以无视意识形态点出欧盟。 现在的版本里欧盟还可以扩张，但是想要扩张，民主是绝对不够的，必须要共产或者法西斯才能肆无忌惮的扩张，不过共产和法西斯都没办法点出欧盟。 并且，欧盟是且只能是这些国家来成立。 那么为什么不可以这样，让所有首都位于欧洲的国家都可以无视意识形态成立欧
