hello neighbor subscribe UI
this adds the hello neighbor subscribe thing to gmod. it shows up when: you die, you kill or just sometimes. use "hnsub_settings" to change settings from a poorly made panel. console commands hnsub_enabled <0/1> - Enable/disable notifications. hnsub_anchor
