由于修改星系初始化没办法适应各种初始星系锁定，于是 将mod效果修改为提供一个法令，在首都生成一个邻近星系（破碎之环起源星系），在四跳距离生成一个相邻的L星门星系，5跳距离生成一个相邻的以太巨龙星系 不再提供避难所和破碎之环巨构星系（感觉没什么用，发育起来就不需要了）
