Gives T4 Saurus building Recruit rank bonus to Saurus Scar-Veterans and Saurus Oldbloods factionwide. Like the T3 but with one more rank. I'm guessing CA wanted to give T3 and T4 Recruit rank just provincewide. But right now you're better off building only
