成立国家决议修改

修改了“成立国家决议”中的要求，将由“当前国家控制”放宽到“当前国家控制”、“当前国家附属国/傀儡国控制”、“当前国家同阵营（非阵营首领）控制”三种。 目前即便德国释放傀儡国也不影响其成立欧盟。 同时修改了“欧盟”的成立条件，取消了对民主政体的要求。
