Vanilla-Style Shields for NPCs

This mod distributes shields from my mod "Vanilla-Style Shields" to NPC equipment lists. Simply adding it would cause it to be equipped 100% of the time, so I've implemented a dummy item for belt slot that has no effect whatsoever. The probability is about
