自由释放傀儡国： 1、添加了决议，可以将每个拥有地块单独释放一个傀儡国，将占领区细细切做臊子，通用国策傀儡国会优先进行工业国策； 2、为了防止傀儡过多，添加了决议可以直接吞并傀儡； 3、可以释放核心地区为傀儡国； 4、ai不会使用 注意：释放过多傀儡国可能会导致严重卡顿和闪退 1.0.1：优化了傀儡释放逻辑，减少d0x的动态国家的创建，可以释放更多国家而不崩溃了（但是傀儡过多还是会卡的） 1.0.2：添加了通用国策树plus，通过mod释放的通用国策傀儡会使用该国策树 1.0.5：添加了新的傀儡国等级，傀儡
