24 Hours Cycle, 16h work, 8h sleep

Changes how many hours before needing to sleep and changes how long sleep is, both changed to have a 24 hours cycle. Workday is 16 hours long. Sleep is 8 hours long. My mod modifies the file "economy_data.sii". Economy mods modifying this file are incompat
