一个普通的区划建筑的MOD。增加区划的建筑数量，默认区划建筑上限增加至18子区划上限增加至9个其建筑上限为7，其它三个区划建筑上限变为6。 注： 1. 本MOD无前置，可直接使用 2.自带窗口修改planet_view.gui，与其他修改了殖民地窗口的MOD大概率不兼容； 3.适配4.3版本 注：部分星球有特化区划不能选择的情况，未找到原因，当前推测为游戏本体BUG，毕竟本体没有设计那么多特化区划
