经济法案能源消耗修正对调

这个mod修改了原版通用的经济政策，将工厂用电量修正对调，也算是给了总动员一些面子。因为还没正式开玩所以没有修改美国德国的特殊法案之类的来平衡数值。 我实在是难以理解为什么开了战时经济和总动员的情况下，每个工厂的产出没有变化，但是耗电量却提升了，只能认为是战争支持度是假的，工人虽然采用了轮班制但是每天只磨洋工，多出来的时间让机器空转，还一直开着灯不关，仅1939年一年便浪费生活消费品100多厂，煤炭300多点。
