Higher Chance of Noble Trait for Empire factions (Bashiva DLC 8.x.x)

This mod increases the probability of the Noble trait appearing as a starting trait for Empire heroes and lords. Due to how the game's trait selection works, this will NOT guarantee that Noble will show up every time, but it raises the probability/'weight'
