中共国策微调

对新版本中共的🐱线国策做了部分调整： 所有70天国策全部缩短时间，个别国策时间更短； 东西征更好打了，还能直接反围剿拿延安（赢了之后有选项可以直接拿宣战借口并给对面上大量debuff，跑马小能手应该比较喜欢）； 把对周边军阀宣战的国策也放到了前面，这样开战前版图更大了； 给烧毁纸老虎后面加了一个拿科研槽的国策，玩起来更舒服； 🐱线也能直接要苏联援助了； 改了部分国策的名字，看起来更舒服点； 去除了部分国策的互斥； 部分国策打同盟不需要打到底了，完成目标就可以拿着目标地块和谈； 🐱线buff加强了一点，总体b
