小国发展补助

总所周知，纵使小国的国策树如何花里胡哨，若其体量太小，该坐牢还是坐牢，所以我整了这个辅助MOD； 简单来说，该mod增加了发展补助点相关决议，控制的工厂和核心人口越多，每月获得的发展补助点越少，发展补助点可用于建设工厂，开发资源，升级地区，添加核心，兑换人力与部分装备。 关于发展补助点获取： 当前有三个模式：标准模式、双倍点数模式和对半砍模式； 标准模式下，控制的工厂小于25/50/75/100时每月可获得4/3/2/1点补助点，核心人口小于15/30（m）时每月可获得2/1点补助点； 双倍点数模式模式下，
