Total War Millennium - Fort Maps Placeable Compatibility

Just a quick fix, to enable the modern empire to actually construct the fort and the buildings inside it. Needs to be in the load order above the placeable fort mod at least. Better if is above TW Millennium as well, but it worked for me beneath it as well
