YMP - Make Leader speeches on separate cooldown

The Leader Speech and Trial are no more on the same cooldown than Combat Command and Work Drive (I never used Leader Speech and Trial because the other abilities are so more powerful). The cooldown for Trial is also shorter (5 days instead of 10). Disclaim
