Multibarrel Rebalance

Adjusts various multibarrel gun's cooldown and warmup time. Specifically; It almost totally removes the warmup and cooldown times of the Minigun and Beam Repeater, allowing pawns to fire a lot more frequently and creating the bullet hell we all deserve.
