[ARC9] Attachment Loot Fix

Uploaded with gmpublisher This mod is only required if you intend to play with the "free attachments" feature turned off. Fixes a missing feature in ARC9 where picking up a weapon you already have only gives you ammo but not the attachments from that weapo
