NPCs Equip Robot Limbs UPK Compatibility

This is a patch to fix an incompatibility between the two mods. Both mods add an alternate Shinobi Thieves squad spawn unique to HN towns. The UPK one is restricted to humans since the base game squad spawn allowed nonhumans, which didn't make sense given
