增加了一个星球决议，可以放弃一个殖民地 原理是杀死该星球上999个pop(99900个人口) 假如杀完了，星球会回到未殖民状态 决议是免费的。有一个事件确认是否放弃，不用担心误触 不影响AI Q：没杀完，殖民地还在怎么办？ A：你再杀几次
