Local Reload/Use Stutter Fix

Fixes the rather infamous issue where host player gets a stutter each time host reloads their gun when in Single player/Hosting local server. Now also fixes item pickup stutter aswell. Note: NPCs might visually stutter once when reloading but it shouldnt b
