Economy - Same Planet Salvage Contracts

This mod keeps Planet Salvage missions on the same planet (or moon). Increased the payout for distance traveled (since its not possible to prevent them from spawning up to 120k away). The contract likelihood is turned up slightly for non-builders/pirates.
