Simple Tracer Fix

Currently broken for multiplayer with no known fix, will work fine in singleplayer Normally, Source doesn't render tracers for every player or NPC gunshot (mostly noticeable if you use custom tracer addons like Badass Tracer & Muzzleflash or Combine Tracer
