[ V-Script ] Canonical Car Color Randomizer

Shuffles the colors of all prop_dynamic & prop_physics vehicles, only choosing a valid color that's found on an existing base game map. Weighting is handled via "Soft-Capped Frequency Weighting", colors are weighted by occurrence frequency in official maps
