Minor VPE Psycast Tweaks

Some other mods did some reworks but they did a bit too much or they had prereqs for other mods that i didn't want. So i just went and made my own. Mostly changes to usability issues that made psycasts unreilaible and a bit painful to use. Skipmaster: -rem
