Get in the van! - Vehicle Framework patch

Adds the option to load carried downed allied/neutral pawns into vehicles you own. UPDATE: Added option to load hostiles to vehicles in the mod settings. Kinda buggy behaviour due to vanilla game mechanics so it is what it is. You have to be carrying them
