Remove HAR Apparel Restrictions

Allows Humanoid Alien Races to wear ordinary clothing and armour and use unrestricted weapons from vanilla and other mods. Race-exclusive apparel remains protected by default to prevent missing textures and other issues. Option to turn this off in settings
