修复鼠标拖拽（如按住左键框选）时游戏卡顿的问题，支持高回报率鼠标。 原因：鼠标拖动时每秒产生大量 MouseDrag/MouseMove 事件，Unity 的 IMGUI 对每个事件都完整执行一遍界面树（殖民者栏、主按钮、窗口栈、各 MOD 窗口）。帧率越低，每帧积压的事件越多，形成恶性循环。挂在 OnGUI 上的 FPS 计数会因此显示虚高数值（如 900+），并非真实渲染帧率。 本 MOD 对这类事件做自适应限流：帧率正常时上限 60Hz，几乎无感；帧率下降时自动收紧至 10Hz 止损。画面更新仍由每帧
