Babbling Brooks - Use LiquidSFX if you want all fluid noises

I made this before discovering LiquidSFX exists, use that if you want all fluids, this mod is not being made into an all fluid noise mod :) Adds water sound to moving water tiles near the camera. Full volume when fully zoomed in, fading to a whisper by 40%
