PSC-Fixes [B42MP]

Compatibility patch for Project Summer Car on newer Build 42 releases. Fixes stale Lua require names that can prevent the PSC Inspect Engine UI from loading. Requires the original Project Summer Car Workshop item. Contains no Project Summer Car source code
